Here are a few easy to use scripts for 2D bone based animation/rigging in game maker(Will work in ANY version of game maker). 

I wanted it to be as easy as possible to implement, while still acting like a real bone based system. Skeletal animations are far more versatile than traditional animations since you can swap out parts, animate by setting angles of bones and much more. Something as simple as a platformer where the characters feet automatically snap to the angle of the platform.

- Add bone
- Set bone to parent of another bone
- Draw the bone as a sprite
- Rotate a bone
- Position a bone
- Set bone length

- Create animation software that generates code for bones and animation for these scripts
- Have parent bones react from their child bones positions
